Forecasting accuracy

Hi, for all
I want to test the forecasting accuracy by finding some measures, for example, Theil inequality coefficient. But I do not know what is the error in my steps to do it!!

Always, as you observe, we have only plotted for Y_F without statistic measures!!

Please, give me the right way.
