Including a period dummy variable

Hi everyone, I am trying to estimate the rate of return to education given below

In the paper which I am following its says I need to insert a "period dummy variable" - B_t - for technological progress, which changes from year to year and from country to country. Any ideas how to do this regression on eviews? The steps followed are on page 15 of Barro & Lee (2013) A NEW DATA SET OF EDUCATIONAL ATTAINMENT IN THE WORLD, 1950–2010 http://www.nber.org/papers/w15902.pdf
