I have two cross-sectional series country and sector in my data. The sector is under country. When I try to import the data into eviews workfile, eviews does not recoginize it as panel data (No Panel Options in Equation Estimation). How to fix this problem?

You have a 3D panel (time and two cross-section IDs). You can structure your page as a panel by clicking on Proc->Structure/Resize Current Page, then changing the structure to Dated Panel, entering you two cross-section series in the cross-section IDs, and your date series in the time id.
However, EViews doesn't offer panel estimation options when working in a 3d panel.
