Is there a way to declare an equation without estimating it? i.e.

equation eq_one.(?) a = c(1) + c(2)*b

The (?) is usually the estimation method...

You can declare an equation (create a blank equation object). You cannot specify (set the expression to be estimated) an equation without estimating.
