Running a programme with Program arguments

Hi,
I'm using Eviews version 9.5. Whenever, I double click the programme file from the saved folder. It runs without asking me for the programme arguments. Which ends up giving me an error. Is there a way we can control this via code itself? Which will ask the user to enter the programme argument first before running the programme per se?

Use a UIDialog.
