EViews 9 Enterprise, 64-bit, April 20, 2015 build
Often when I open objects in EViews 9, they open partially or completely covered by the command window (see attached screenshot). This is pretty annoying, since it means I can't move, minimize, or click-close them without first moving the command window. Not a huge deal, but I don't recall this happenning in EViews 8. Any chance of a fix?

Your command window is floating (i.e., it isn't docked). The behavior you observe is one of the drawbacks of floating window (a benefit is that you can drag command window anywhere you wish).
A couple of approaches that should help:
. You can dock the window. If you click on the command window titlebar and drag it, you'll see docking arrows. Dock it by dragging to the top arrow. Then, any new windows will open below the docked window. In rare circumstances, it's possible to drag a window so that it's titlebar is obscured by the command window. In this case, there will be a scrollbar on the right-hand side that will reset the windows.
The docs describe the floating and docking behavior in greater detail. What you describe is a drawback of the new approach, but the new behavior offers a number of cool features. My favorite is to have the tabbed command and capture windows (as you have), but docked at the top of my screen. That way I can, with a single click, switch back and forth between the command window where I've typed commands, and the capture window showing the commands associated with my interactive work.
