Scatterplot ratios & diacritial marks

I am trying to produce some graphs in .eps format in EViews 6 and I have encountered several problems:

1) When I try to adjust the frame aspect ratio in scatter plots I can't do it (ratio remains fixed). Is there another way to do it or am I doing something wrong? I managed to adjust other line graphs just fine.

2) When I try to include diacritical marks (for Croatian letters) Arial can't display it properly. Could I somehow adjust your font encoding?
