Custom obs labels in date axis

I would like to blank out (-label) the date axis of a graph (axis(b)) object, thus getting rid of 2009, 2010, 2013, 2014, 2015, 2016, 2017, and instead adding a custom label in the form of an existing alpha (T-3, T-2,T-1,T,T+1,T+2,T+3).

I checked 'axis' and 'datelabel' and can't seem to find a command to do this. How would I do this?
