can you please show me how may i determinate the structural budget balance "solde budgétaire structurel" using Eviews5 and with à VAR model

Determining Structural Budget Balance is more of an economic issue and IMF has a very good working paper on the subject. Carrying out the necessary econometric estimation via EViews is straightforward. You need to open a VAR object (go to "Object\New Object" and select the "Type of object" as VAR). If you are familiar with the concepts and the methodology, the dialog box is pretty much self-explanatory.
