Test IV strong/weak,get a problem

Test IV strong/weak,get a problem

When i test the IV strong or not,the result is F-stat equal 0.9 and prob =0.66
Is it getting wrong from my data?F-stat should>10,and prob tend to be zero?
Because i need to use 2SLS to run the equation.i donnot know what's problem in my case
Can anyone tell me?
