Manipulation of Panel data

My data set is a dated unbalanced panel with 165 cross-section ranging from 2000 to 2011
What I want is to use an estimation method called CLA. To do this, for each cross section I need to come up with one averaged value of the variables over time.
For example:

Cross section "1" variable "x":
2000: 3.4
2001: 5
2002: 6
2003: 6

Now I want to come up with the average over the given years. ( in this case it will yield: (3.4+5+6+6)/4 = 5.1)
so that my new set will consist only of cross-sections and one averaged value.

which command allows me to do this in eviews?

Easiest thing to do is to create a new page that just has your cross-sections (i.e. it is not a panel). Then copy over from the panel page to the cross-section page, choosing "average" as the contraction method.
