Interpreting variable code

Can you help me interpret this part of the Eviews code:
The variable looks like this
Log(X(-)/10000+(X=0))

I was able to understand that X(-) is the lag of length one for X but not the second part where we equate x=0 under parenthesis.

(X=0) is just a binary (or dummy) variable. It returns a value of 1 whenever X is equal to 0, and 0 otherwise.
