Error on Silent Installation

I have tried the silent installation form the step given by by EViews Jason on Wed Sep 17, 2008 3:08 pm within the forum.
I issue the cmd as follows: setup.exe -r -f1c:\eviews\install\setup.iss
An error pop-up "Unable to write to response file during recording. Please ensure enough space is available on target drive"
I have check that my drive 91.1 GB of free space. Also tried changing the path to "D Drive". Same error arise.
My installation files are in the CD Drive, E.
What could be the reason ?

Make sure the directory c:\eviews\install exists prior to running the installation. The installer will not create the directory for you.

Also log on as the administrator for your machine when installing
