How about a forum to announce the presence of new updates? And would that be an easy way for someone to subscribe to email announcements when a new update is posted?

I don't think a forum to announce updates will be needed - if you are already visiting this site, you can easily look at the "downloads" link to check on updates. But an e-mail subscription list will be useful to obtain alerts on updates. Good idea! :)
