Pooled cross section analysis

Hello,

I have a problem with pooling my data. I have unbalanced data on corruption and its influence on FDI over a period from 1997-2008.
My supervisor told me to pool the data per single year making use of country and year dummies (this way it wasn't necessary to use panel data techniques). I followed all eviews manuals and guidelines but didn't succeed to pool my data properly. I'm using Eviews 7. Hope that someone can help me!!

Little bit more detail on my data in excel:
- 7161 observations
- unbalanced
- time frame 1997-2008
- dependent variable = number of entries
- data of 51 countries
- control variables like GDP, inflation, GNI per capita etc.
