That's because Austria doesn't have nuclear energy.

No, the values for Austria vary over the years 1980-2012. As for other countries.

I need to choose 1 of the methods in the <coef covariance method> menu of the <Panel options> tab. I was told I should use 1 o'the PCSE methods. The thing is, I have no idea how to choose. What criteria should I use?
