subriuutine placement syntax

my program is not seeing 2 subroutines even though they are placed near start.

What's the best syntax and placement so that the subs are recognized?

EViews doesn't care where they are.

From a debugging point of view, I prefer to put them at the top, so I know where they are. But EViews doesn't care.
