Importing Unbalanced Panel Data

Am trying to check the causality between energy consumption and economic growth using 12 countries and my data isn't balanced as some countries do not have data for some specific controlled variables (corruption index) all other variables starts from 1971 but the corruption index starts from 1999/2000 and am having problems importing my data into e views how do I go about this.
Also I need help on how to carry out the unit root test for individual countries
