TSLS, Exogenous variables, Instruments, Panel Data

When using the TSLS method with cross-section data, it seems that any exogenous variable should be listed both as regressor in the Equation Specification and as Instrument in the Instrument list.

What about TSLS with panel data?
Should any exogenous variable be listed both as regressor in the Equation Specification box and as instrument in the Instruments list?
