my data consists of 10 provinces, 1 time period (1981-1985 average) and 3 variables. When I try to restructure my data into a panel i receive the error message that there is an illegal panel structure - such as DATEID is nested with Province. What can I do to overcome this??

The simple answer is that you need to organise the data such that it is in a proper panel format.

Without seeing the data, it is hard to tell you exactly how to do that.
