insignifficant Random effect,

Hi
I use Huasman test to choose between random and fixed effect, according to the test result I should choose random effect but F statistic of total regression is insignificant( Prob is 0.37),
and R^2 is very low !!!!
Now what I should do ? Can I choose Fixed effect model?
