Frequency conversion

I am interested in frequency conversion(from low to high) using quadratic average match. Particulary quarterly data to monthly.
I would like to replicate the results from eviews in excel.
Do you have the formulas, VBA code or any other form of algorithm to implement this conversion in excel?
