It would be nice if there was a percentile view. Something like one-way, but with the binning on percentiles.

I'm not sure what this gives you (no, really, I don't understand).
If you have 100 observations and you ask for deciles, don't you know what the binning counts give you? Or do you just want a display of the deciles.

Sorry. I want a display of the deciles. Even better, I'd like to be able to see summary statistics of x by deciles of y.

You can do the latter, but you need one extra step to create an intermediary series.
Use series.classify.
