Is there a way to limit E-Views' use of CPU resources? through E-Views? Through my PC?

Sometimes I run simulations in the background and my computer slows down for other tasks I do.

You can limit the number of cores that EViews uses under Options->General Options->Advanced System Options.

Assuming you have a multi-core PC, changing the number of cores that EViews uses will leave cores available for other Windows tasks.
