Cross sections without valid observations dropped

Cross sections without valid observations dropped

I am studying the factors affecting intra-Arab trade using panel data for 16 Arab countries for 5 years since 2005. This means if I have a balanced data I should have 1200 observations (16*15*5) but because of missing data for some years I have only 790 observations.

After estimating the model The estimation results page includes the statement "Cross sections without valid observations dropped" What does it refer to? Can Eviews omit valid observations? If yes when? Attached a picture for my results showing my question.

It means that any cross-section for which there were no available observations were dropped completely from the regression.
