frequency conversion using additional information

I need to create quarterly data from annual data. I have done this using the frequency conversion as described in the manual. However if I know there is a quarterly series that can describe the quarterly movements in the annual data, is there any way to use this relationship to form the quarterly data?.
To be specific I how that x (annual data) moves about 1.6 times changes in Y. Since I have quarterly data for Y is there any way to use this information to provide quarterly movements in X? Keep in mind that I need to have the quarterly x's sum to the annual X. Has anyone programmed this?
