Graph an annual series. Freeze it. options/Axes & Scaling/Data Scaling/Bottom Axis/User specified

Choose min and max to show only a portion of the axis. (If smpl is 10 20 choose 5 12.) OK
Nothing changes.

This dialog is a little confusing. You are changing the bottom axis via the Data page, not the Obs/Date page. So you are setting attributes that would apply anytime you have a data series assigned to the bottom axis (which I assume you currently don't). If you assign your series to the bottom axis, you will see the changes are applied.
