Miracle spreadsheet read

I've attached a file from the Digest of Education which is representative of many files presenting data online. It would be nice if EViews could magically read in such a file. (Including auto-ignoring the blank rows.)

I doubt we'll ever get that one in completely automatically -- there's a lot of superfluous stuff scattered around the actual data table.

We probably should add an 'ignore blank rows' option that would allow you to ignore the separator lines between obsevations though. That would make life a little easier.
