Hsiao test for panel data

Hi, I am using panel data and conducted Hsiao test to test homogeneity. The test result showed. Rejection of the first hypothesis that includes total homogeneity (slopes βi and intercepts αi). The second hypothesis, which includes homogeneity of slopes βi, was rejected. Accepting the third hypothesis, which includes homogeneity of intercepts αi. In this case, which model was used for panel data (pooled regression - fixed effect - random effect)?
