resize current page - inserting observations message

I have a question. My initial workfile is indexed through cross-section identifiers. Now I run Proc-Structure/Resize-Current-Page in order to convertthe page structure into a panel. I am getting the message "Resize involes inserting 1 observation". Why is this happening? How can I avoid this? How will this impact my data?
