Can I copy a monthly series into a quarterly page such that the monthly values get averaged over the quarter and when there are months in a quarter that don't have data the last data point is repeated. For example If I have a series
Jan=1
Feb=2
March=3
April=4
May=5

Can I get it sod that Q1 is 2 and Q2 is 4.66677 (since we assume June =May) rather than 4.5?

There is not a built in method that will do that, no. You'd have to create those repeated data points yourself, first.
