Can I use dummy variable for five years in regression analysis?

Hello everyone, I am currently working on a paper in which I am trying to investigate the effect of agriculture on economic growth. There was a reform in the agricultural sector five years ago and intend to regress agricultural output with interaction with dummy variable (used for the policy) on economic growth. Please, is it right to use dummy variable for five years only?
