Scatterplot of two matrices (groups) on each other.

I have two matrices (groups). 24 different countries (series), each of fifteen years. One matrix is comprised of relative prices, the other of spot exchange rates. Obviously both matrices are of the same dimensions. I'd like to create a 2dimensional scatterplot of each point in the relative price matrix vs. its corresponding point in the spot exchange rate matrix. What's the most efficient way of doing this?
