Question: Import panel data

Dear Forum,
I really really need your help. I have tried to import panel data into EViews for 4 hours and followed Eviews Gareth's suggestions, still not successful.
Can you please help me? I am using EViews 8. I have attached the file. Both tabs are the same data with different format. Once again, thanks a lot!!!
