Near Singular Matrix in 3SLS

Hi, I'm a newbie in this site and also in using EViews.
I'm currently working on my thesis and I use simultaneous equation
I use 3SLS to estimate but I got 'Near Singular Matrix' notice.
I use cross-sectional data (year 2014 only) with 23 observations.
If someone could help me out, I'd greatly appreciate it.
