EIA Online Database (EV8.1)

I'm trying to add EIA database service but this error message comes up:
Database Error unable to initialise EdxEia.ServerDatabaseManager library
Could you help me with this error?

Type in REGCOMPONENTS into the EViews command window. The Register Components dialog should appear and you should see the "EIA Online Database" in the list. Does it say "Registered" next to it? If not, you may have .NET 3.5 missing from your computer. If it says "Not registered", just click "Yes (All)" to re-register everything, then restart EViews and try again.

Yes, it is not registered and I should register it. I should ask my administrator to re-register the components. Thanks!
