Converting weekly data to either fortnight or monthly data is just a standard frequency conversion: http://forums.eviews.com/viewtopic.php?f=7&t=3799. You have the option to specify that the last week within each conversion period (fortnight, month) be used, rather than the default average of all weeks within each conversion period.
