Panel data estimation for a subset of Data

how do i do a panel data estimation for a subset of data? for a example...
dv iv de
5 8 0
8 1 0
9 6 0

5 2 1

estimating a regression for only the subset where d=0
N/B "de" is not a dummy variable.
