I would like all my programs to open in tabs mode, i.e
However, even though I have the "remember previous"-option activated, when loading several program files, they open in different panes ...
How can one instruct EViews to open programs in tabs mode only?

Hmm, this is unintended consequence of the new Remember Windows Placement feature.
When off, all programs are opened as a tab on the right side by default. But when on, the window placement code tries to recreate the previous position without regard to the container window (since that window might not be open already).
I'll have to think about how to resolve this, but in the meantime, you can turn off the remember window placement feature or simply hold the SHIFT key down when you open a program window (this lets you bypass the remembered position for the current file only).
