Suppose you have monthly data and want to make an annual series based on the December observation. If all the years are complete, "last" works correctly. But if in one year the final observation was in July you silently get the July observation for the final year when you "should" get an NA.
So it would be nice to have an additional frequency conversion that does last (or first) but sticks in an NA when appropriate.

Um, er, uh ,well, I thought that checkbox meant color in red when using a green crayon. Surely you can see how that could be confusing?
