Is there a registry key or something to close a persistent lock?
For the past two weeks I have not been able to update EViews because the installer is detecting a running version, even after reboot.

Make sure you're not running any other programs that could be using EViews COM – such as Excel.
If you still run into issues, try to change the name of your EViews exe yourself and see if you have enough permissions to do it. If you don't have permissions to rename it, then most likely the patch can't update it either (when you run the patch).

The second issue was at fault. If ran EViews as administrator, and then executed the update it worked fine. Perhaps it would be an idea to indicate when the update fails that a lack of permissions could be at fault in addition to an already running instance of EViews.
