how to interpret negative and positive deviations calculated through the fixed effects models?

hi everybody,
I have a wide panel-data dataset and I would like to know if the option fixed cross-section is valid only for a panel containing dummy variables. In other words, which is the need to set fixed cross section, only to check for cross section effects?
