What version and build date of EViews are you running?
You can check by selecting Help->About EViews on EViews menu.
I believe the issue you are having has been fixed with earlier July patch of EViews 12.

You can enter your EIA API key in EViews by:
- Open the EIA database from EViews
- On the database dialog click the button View->Preferences...

This will open the Preferences dialog where you can enter the key

Next patch of EViews will have a fix for the issue with ECB fetch command.
