Stacking data via bar chart nor displayed correctly

the graphical illustration for stacking data seems not to work correctly; when stacking within panel e.g. the illustrations do not add up correctly and use identical colors for both sides of the axis;
the eviews file below show several panel groups where stacking does not yield correct illustrations
i have also pasted an excel file which compares an example for one particular group in the eviews file;

the charts are created wia - graph, bar; under multiple series (stack in single graph) under panel option: stack cross sections
