We have a lab with concurrent license of 20 pc, where each student when opening 3 or 4 files to the license server identifies each as a license.

For every time you open the program counts as this consumes a license and other licenses.

The lab works with client think HP and has a vmware virtual machine with windows 7 operating system.

Are the students creating new instances of EViews each time they open a file?

Students open 5 files at a time on the same PC.

On the license server is detected than 5 machines make use of the software when it is really just a pc.

Yes, but are they opening five instances of EViews on the same PC, or are they opening the five files in the same instance of EViews? The former will count as 5 copies of EViews, the latter will count as just one.

They open eviews 5 instances, because when they open their files open a new instance of eviews.

It is possible to make any restrictions for a single license runs concurrently on a single pc and do not make use of the other concurrent license?

No, but you can change an option (Options->General Options->Window Behavior->Open in existing EViews session) so that opening 5 files does not launch 5 different instances of EViews.
