It seems that you have an invalid UseriId.
To check the API Key open the BEA database from EViews. Select Views->Preferences...
Check the BEA API Key if it is correct. You can also request a new key by clicking the link (https://apps.bea.gov/API/signup/index.cfm) on the preferences window.

We will have a fix on next patch of EViews. As of June 19 2020 Worldbank released version 2 of their API and discontinued version 1 (used by EViews). We will make the updates and release a fix.

There are a few things you can try in order to identify the reason you cannot connect to the database: 1. Open the US Census database from EViews. On the database window click View->Preferences. The result of the fetch returns an error (Response size too large) since EViews is always fetching ALL years available from BEA. We will have a fix in the next EViews patch: 1.
