The second issue was at fault. If ran EViews as administrator, and then executed the update it worked fine. Perhaps it would be an idea to indicate when the update fails that a lack of permissions could be at fault in addition to an already running instance of EViews.

Update fails because of persistent lock
Is there a registry key or something to close a persistent lock?
For the past two weeks I have not been able to update EViews because the installer is detecting a running version, even after reboot.

When using eviews in program mode, the errors would be much more useful if they were to report the line number where the error is encountered.
