Its an optimization in the same sense that find the optimal value of X such that X+3=0 is an optimization.

I'll point out that 17.5 is not an integer by the way.

Tricky. Before answering, you'll have to define exactly what you mean. If an observation is 15th January 2010, do you want the result to be: sum(16th July 2009: 15th January 2010) / 183 If so, what happens if an observation is 31 August? (31 Feb doesn't exist). Unfortunately EViews does not allow comments in the middle of a line, so you can't do it like that. I'd just go with a block before hand.

So set the sample such that c>2.6
