Before attempting to use with Microsoft Deployment Toolkit, did you make sure you can get the silent installation to work using a manual method (just opening a DOS prompt on the target machine and running the specified installer command)? I believe confirming this first will help with whatever issue...

Sounds like something else might be slowing EViews down. My guess is it's something to do with Windows Defender or some other anti-virus software. I would disable those while you troubleshoot this issue.
